Abstract
The submission translates a documented individual record into a functional stress test of whistleblower protection, access to justice and institutional remedy.
It asks whether the combined legal, administrative, judicial and monitoring architecture can receive a public-interest report, protect the reporting person, investigate underlying concerns, preserve procedural integrity and deliver an enforceable remedy.
