The institute

From policy promise to institutional proof.

ARM Policy Lab is an independent platform for applied research on institutional accountability, rule of law, EU integration and industrial transition. It focuses on the implementation gap: the distance between formal rules and what institutions actually do.

Our work combines forensic accounting, procedural reconstruction and structured evidence analysis. The result is not advocacy by assertion, but a record that another analyst, institution or court can independently test.

The Zenica case study examines the reporting of financial irregularities, a court-confirmed unlawful dismissal, subsequent institutional responses and procedural inconsistencies. The purpose is not to replace adjudication, but to identify where protection, oversight and enforcement mechanisms cease to function as a coherent system.
